When applying under eye concealer..?

Is it best to blend it in completely before foundation?





Or do you not blend it in entirely and do that when your putting on your foundation?

always put concealer on after foundation no matter if its just on your face or under your eyes. I usually do foundation, concealer, and then just very lightly dust a small amount of foundation back over the concealer. When applying under eye concealer..?
i put my foundation on first then concealer, then i put a little powder over the concealer so it looks natural [: Hope i helped.
