i would suggest using bobbi brown under-eye concealer. yes, it is a little pricey, but it's worth it. when buying the undereye concealer, be sure to go a little pinker than your natural skin color. also, it might help if you buy bobbi brown hydrating eye cream and put it on every night. it could help soften your dark undereye circles :) best of luck!
I am not sure what type of concealer you are using- but MAC has a very good concealer, and The body shop has one. The one from the Body shop comes in a tube like lipstick, the one from MAC is in a container like their eye shadows. They both give good coverage and are well if worn by themselves- meaning with out any face powder or foundation on top of them. I wear them both with and with out extra make-up. Look on line at www.thebodyshop.com to see the different shades and the price. Of course i would suggest you go into an actual store to get the right shade.
good luck
